Chairman Miller: McGuire’s Amendment Brings Pinal a Vital $550,000
FLORENCE, AZ – Senator Barbara McGuire, who represents a wide swath of Pinal County as District 8 Senator, was
instrumental in ensuring that Pinal County would again receive an appropriation from Arizona Lottery revenues. The $550,000
that McGuire secured for Pinal County will be used to provide vital county services from road construction and emergency management
to public health and safety.
Counties have historically received lottery revenues since 1986. In the most recent year for which distributions were
made, $7.65 million went to counties – $550,000 for each of the 13 rural counties and $250,000 each for Pima and Maricopa
counties. In 2011, lottery revenue sharing was eliminated to assist the state in resolving its budget crisis.
On May 16, the Arizona State Senate passed a version of the state budget, Senate Bill 1483. Senator Barbara McGuire turned
her attention to the lottery distribution and noted that the plan only included distributions to 10 counties with Pinal not
among the list. She quickly pushed for a floor amendment to direct lottery distributions to 13 counties in the amount of $550,000
each.
The Senate budget then stalled, but McGuire continued to argue that all 13 rural counties should benefit from lottery
revenue. During the final hours of budget negotiations, the House and Senate reached an agreement that included the lottery
distribution to Arizona’s 13 rural counties. This is the budget that Governor Jan Brewer signed yesterday.
“To say this year’s state budget talks were contentious is probably a huge understatement,” said Pinal
County Board Chairman Steve Miller. “Pinal County has suffered through the recession by tightening our own belt, even
while the state was cutting our funding in a ‘double whammy.’ We appreciate the hard work of Senator McGuire to
ensure that our residents get a share of the lottery revenues. We look forward to working with our legislators again next
year to restore other funding as the state’s fiscal health improves.”

Barbara McGuire is a lifelong resident of Arizona, though with recent redistricting, the exact
number of her district has changed. Born in Ray-Sonora, Arizona, she served in the Arizona House of Representatives from 2006
to 2010, representing the former Legislative District 23. She is currently seeking election to the Arizona Senate in the newly
drawn Legislative District 8, an area that extends as far north as Globe, as far south as Oracle and San Manuel, as far east
as the border of Graham County, and as far west as the I-10 corridor.

Tell us a little about your background.
As a third generation Arizona native, District 8 has been a big part of my life. I grew up in the Copper Corridor, gained
hardworking values in a multi-ethnic mining community, raised my children in the same town, and now spend summers with my
grandson in the same community. My mother, brother, and my in-laws all have homes within a few minutes of mine. All the places
in District 8 encompass this fantastic sense of family.
Being rooted in the district is an essential element of this position. As I raised my family, I also opened a travel agency,
a people-based business. As times have changed, I put more effort into working as the Salvation Army extension unit director
for the Copper Corridor and surrounding area. This makes a great difference to many families in need that may otherwise be
forgotten because they live in rural areas. I received Salvation Army’s Distinguished Service Award and in 2004 I was
named Citizen of the Year by the people in my hometown. It has been an honor serving four years in the House of Representatives.
All honors that I truly appreciate!
My goal in seeking to be elected is to be able to continue to give back to all of the communities throughout my district
as the chosen voice for the district. As the choice for the state senator in District 8, I will be able to represent the needs
of my peers in this district. Because I have spent my lifetime in the district, I am well acquainted with a majority of the
issues that need to be addressed. I am a moderate Democrat, businesswoman, and Salvation Army director with decades of service
to rural Arizona communities. I have expertise in natural resources, military affairs, public safety, community support, long-term
care, as well as in many other issues. My motto of “EAR — efficient, accountable, responsive” government
will continue as my guiding philosophy. If elected, I will work to improve state and local economies, create jobs, improve
our kids’ education, address real estate recovery, growth, quality-of-life issues, and keep government off our backs.
In this capacity, should I be elected, it would be such an honor to continue representing the people of LD 8. My gratitude
will extend well past a heartfelt thank you as I strive to make a positive difference for everyone.
Can you tell us a little about how health care access — in terms of available resources, distances to those
resources, residents’ income levels, different population needs, etc. — looks in your district?
Most communities in District 8 have a clinic within 30 minutes. Four communities have hospitals and some, not all, have
air evac [emergency medical transport by air]. Unknown if telemedical is established anywhere in the communities as of yet.
In the previous legislative session, there were a lot of bad bills that negatively affected access to birth control
(HB2625), funding for family planning (HB2800), abortion (HB2036), and unbiased information about unintended pregnancies in
public schools (SB1009). What kind of beneficial legislation would you like to see introduced, and why do you think it’s
important to fight for it?
Legislation that prevents infringement on health care choices.
Why do you think it is important that people make their own health care choices?
People should be able to make their own health care choices. They know best their own needs. We do not need a formulated
one-size-fits-all approach, because it does not.
Why do you support comprehensive sex education in our schools?
Comprehensive sex education in our schools will help eliminate unwanted and premature pregnancies as well as help prevent
dangerous spread of STDs that have a lifelong consequence.
In a survey submitted to the Center for Arizona Policy, your opponent Joe Ortiz indicated that he supported prohibiting abortion except
when necessary to prevent the death of the mother — without including any exceptions for rape, incest, or protecting
other facets of a woman’s health. How would you respond to that?
Ortiz’s response is obviously not one of a person of knowledge on women’s health issues.
Why was it important for you to be endorsed by Planned Parenthood Advocates of Arizona?
A majority of women in my district agree with and support Planned Parenthood, as do I.

Writer compares candidates for Legislative District 8

Ms. Barbara McGuire, while as a state representative, worked to improve state and local economies; mining opportunities,
create jobs; improve education; quality of life issues and provided responsive government not just “political glad
handing.” She knows the intricacies of the political process and how to get things done across the political parties.
I have personally witnessed Ms. McGuire’s dedication to her constituents and her efficient representation of
the people before the legislature. Her ability to work on intergovernmental issues makes her an asset to the people,
not just another politician. I have observed her work on committees that have accomplished legislative benefits for the people
she represents and the general public as well. Ms. McGuire has championed the causes of the working class” She
is determined and hardworking and takes an issue and follows through with it to its successful conclusion. When elected,
Pinal County will once again have a responsive person that will work diligently to improve the efficiency, accountability
and responsiveness of state government.
The other candidate, Joe Ortiz, has misdirected the scrutiny of the people. Recent articles about his past behavior
are a matter of public record. The Casa Grande Police Case Number 05-001121, which is a matter of public record, and
previously stated, says that even his own brother questions his past personal conduct. I will not go into any further
comments on this subject. The record speaks for itself. I will state that I have not heard of Mr. Ortiz’s record as
a school board member other than he votes no on every issue. His qualifications compared to Ms. McGuire’s are up to
the public to judge. Actually, I believe there is no comparison.
On the other hand, the facts about Ms. McGuire are clear. She is an outstanding person with credentials that are above
reproach and will champion the causes of the people. Her convictions and personal courage and commitment are the
qualities we look for in people who seek public office. Ms. McGuire has all of these above qualities, plus the determination
to see things through to completion in the face of difficult obstacles! She is truly “a person of the people, for
the people.”

ENDORSEMENT: LEGISLATIVE DISTRICT 8
We choose Pratt, Bustamante for state House, McGuire for Senate
Republican Frank Pratt and Democrat Ernest Bustamante are our choices to represent District 8 in the state
House.
We recommend Democrat Barbara McGuire for the Senate seat.
Pratt, a two-term incumbent, has broad support from organizations that include physicians, police, accountants, farmers
and the League of Cities and Towns.
He has been a solid advocate for his mostly rural district. "I treat everyone with respect, including those with whom I
disagree," he told the Clean Elections Commission
"Overly regulated government controls should be replaced with reasonable measures in order to create a more business-friendly
environment," he added.
Bustamante, who previously served in the Legislature, said education and jobs are his top priorities.
He'd favor creating enterprise zones for solar and wind businesses, but he wants it done carefully so that "we aren't just
doling out candy to companies."
He said he will reach out to Republicans. "Sooner or later you will find some common ground," he said. That sort of cooperation
is sorely needed in the Legislature.
McGuire has served four years in the state House and also is endorsed by a range of groups.
She wants to invest more spending in education and restructure the tax code to build a broader, more diversified base so
the state is less dependent on sales taxes.
Pratt, Bustamante and McGuire will use their legislative experience to most effectively represent District 8.

District 8 includes Oracle, San Manuel and other parts of Pinal County.
CASA GRANDE DISPATCH ENDORSES MCGUIRE

In District 8, which includes most of Casa Grande and Eloy plus Coolidge, Florence and eastern Pinal, former legislator
Barbara McGuire, a Kearny Democrat, is running for the Senate seat against Republican Joe Ortiz of Casa Grande, a school board
member, and Libertarian Dean Dill of Casa Grande.
McGuire proved to be a conscientious legislator who worked hard for her constituents during two terms in the House. She
is concerned about education, health and other key issues and has worked for the public good. Ortiz is an intelligent young
man who has some good ideas about education and public policy. The Dispatch endorses McGuire because of her experience.
For the district’s two House seats, the Democratic candidates are former legislator Ernest Bustamante of Mammoth
and former City Council member Emily Verdugo of Coolidge. The Republicans are incumbent Rep. Frank Pratt of Casa Grande and
school board member T.J. Shope of Coolidge. All are good candidates who have something to offer. Pratt has been a hardworking
legislator who knows his district well. He is Casa Grande’s first legislator in some time. Shope grew up in Coolidge
and also knows this part of the county thoroughly. Both are excellent choices to represent the new district.
In District 11, which includes Maricopa, Arizona City and the far western edge of Casa Grande, incumbent Republican Sen.
Al Melvin of Tucson is opposed by Democrat Jo Holt of Oro Valley. Holt has advanced some good ideas for the state but is given
little chance of overcoming a strong Republican lead in voter registration for the new district. Melvin also has some high
ideals and has shown leadership in the Legislature. By the same token, two Republicans running for the House are expected
to have a fairly easy time of winning election over Democrat Dave Joseph of Oro Valley. The GOP candidates are Steve Smith
of Maricopa, currently a senator, and Adam Kwasman of Tucson.
School supt., treasurer
Pinal County School Superintendent Orlenda Roberts and Treasurer Dodie Doolittle, both Democrats, are seeking re-election.
Their Republican opponents are, respectively, Republicans Jill Broussard and Steven Boyd.
Roberts is a veteran educator who worked as a teacher and administrator in the county. She has done an excellent job of
managing the office, providing services to school districts in a non-political manner. She deserves re-election.
Doolittle had many years of experience in the Treasurer’s Office before being appointed treasurer and subsequently
winning election. She has done a good job of overseeing the office, managing the county’s funds and preparing property
tax bills. The Dispatch endorses her.
